Adar was born in Ukraine but moved permanently to Israel during her childhood. She obtained her Bachelor's degree with a double major in economics and sociology at Tel Aviv University. After gaining some work experience in project management, she continued her education and completed her Master's degree in economics at the University of Helsinki. In her master thesis she performed survival analysis for at-risk newborns in Finland.
Her fields of interest is applied micro-econometrics, health economics, development economics and economics of migration.
